Why nokia modem only give me 100M link to internet rather than 1G local link speed?

Why nokia modem only give me 100M link rather than 1G local link speed? I check from time to time, it change from 1G to 100M. I changed my router, same result. And even reboot and direct connect to modem cannot fix issue. Was starhub sell me 500M but actually throttle my network to 100M?
