Can i upgrade my current Starhub Fiber to Hub Plan

If i upgrade my starhub fiber plan (Still within contract) , can i upgrade to Hub Plan with TV? 

Will i be charge with early termination fee for my existing fiber contract?

Simple question. If I am not eligible for recontract, but want to change my fiber plan to Hub Plan. Does it consider an upgrade (no penalty) or I have to walk til i can recontract so that i will not be charge a penalty?

If you're not eligible for recontract yet then you will incur an early recontract fee.

But however, based on this page, it is consider an upgrade when i changed from Fiber only to Hub Plan (Multiple services).  Upgrade would not need to pay any early termination charges. So means that this page is not valid anymore? or there is an update of the T&C

Just to clarify, customers who want to upgrade their plan can do it at any time during the contract (i.e. Early Recontract). Contract will reset upon successful upgrade and charges may apply for devices, where applicable (e.g. routers, set-top boxes).
