Google Play Content / Google Play Developer

Received the bill of SGD900+, call starHub, refer me to Google Play to ask for refund, fill up the form but Googla Play need me to fill in "Correlation ID" which should provided by Telco, I've send email to Starhub CS but no reply at all.

Going to terminated all the services with Starhub since no advise & soultion provided but keep asking me to make payment, checking with CS to waive off the pentaly fee as the mobile line under contract.
