Are you using the latest iOS version? Is the Personal Hotspot greyed out? If the Personal Hotspot option is grayed out in Settings, the most common fix is to check if Cellular Data is enabled. 

 

Open Settings > Tap on Cellular > Enable Cellular Data.

 

Thereafter, go to Settings > Tap on Personal Hotspot > Enable Allow Others to Join.

Are you currently overseas? Please try to update your APN settings to shppd.
